Sir Cyril Asquith and the members of the

Colonial Higher Education Commission that

confidential plans are being prepared for

all branches of civil affairs, including the to be put into force restoration of the public services,

upon the

reoccupation of Hong Kong and Malaya, and

that as part of those plans it is now

proposed to set up a small Committee of men

with personal experience of those

territories to consider and advise about the

arrangements which should be made for the

resumption of the work of the University of

Hong Kong and the institutions of higher

education in Malaya at the earliest

practicable
